Engineering Change Control Procedure
1.0
PURPOSE目的
This procedure defined the processes
of ECN and the responsibilities of related
departments to assure
ECN effective execution
and control and avoid the risks of product quality
generated by ECN.
本程序定义了工程变更的流程及工程变更过程中相关部门的职责
,确保工程变更过程有效地实施和控制,避
免工程变更中产生产品质量风险。

SCOPE范围
This procedure is applicable for the
ECN control of silicon, ingot, casting, wafer,
cell and module of
Changzhou Trina Solar
Energy Co., Ltd.
本程序适用于常州天合光能从硅料到单晶、多晶、硅片、电池和组件ECN的控制。

should participate in and assess engineering
change proposal
preliminarily.
由制造工程、质量、工艺
、生产、技术等有关部门参与的,在工程变更正式发起前对工程变更提案进行初步
评估。

5.0 RESPONSIBILITY职责
5.1 MPC: Work with project leader to organize
both the new materials planning and the old
materials
disposition regarding engineering
changes.
物料控制:协助工程变更项目负责人组织相关的新物料准备与旧料处置工作。

Quality dept: involve in engineering
change assessment and product testing after the
change. Customer
Quality should judge and
inform the clients if it is necessary. Judge
whether engineering change needs
reliability
test or not.
质量部门: 负责参与工程变更的评审,变更后产品的检测。工程变更若需
要通知客户,由客户质量判断并
负责通知客户。判断是否需要可靠性测试。

Manufacture engineering: establish engineering
change control procedure, lead the chang

制造工程:负责工程变更程序的制定,主导工程变更的评审,并负责追踪确实执行。

production run changes.

from customer.

change, Initiator launches engineering change.
因内部要求发生的变更,由变更责任部门发起工程变更。

Internal Engineering Change外部工程变更
For
customers' requirement of change, Customer Quality
initiates application.
因客户要求发生的变更,由客户质量发起变更申请。
6.2.3 Initiator fills ECCB application in
E-flow system, Manufacture engineering, Quality,
Process and other
relevant departments should
participate in and assess engineering change
proposal preliminarily.
需要发起工程变更的人员首先在E-flow
系统填写ECCB 申请表,由制造工程、质量、工艺等相关部门对
工程变更提案进行初步评估。
6.3 ECCB Evaluating ECCB评估

ECCB的申请:由发起人在E-flow
系统填写ECCB 申请表,并自动生成ECCB 编码。
6.3.2 ECCB
information: Description of engineering
change(beforeafter),and define indexgoal of
success.
ECCB的内容: 必须包含变更的描述,变更成功的指标。
Remark:ECCB process needs to be completed before
issue ECN.

流程必须完成后才可以申请ECN。

6.3.3
Change Classification and Management 变更的等级划分和管理方法:
6.3.3.1 ECCB classification define 3 class:
A、B、C. Detailed of the ECCB classification is
defined in
E-flow system, which is managed by
Engineer ME. Different class via respective flow
chart.
ECCB 根据的具体的变更内容,将ECCB 定义为三个等级: A、 B、
C。各车间的变更等级详细内
容在E-
flow系统中,且由ME工程师维护。不同等级走不同的审批流程。
6.3.3.2 Class
C change: 等级C 的变更:
Need internal approval
and inform ME & QC.
Need “小样实验” and “中样实验”.
在部门内部通过签核,然后通知到ME 和 QC。
等级C的变更需要做小样实验和中样实验。
6.3.3.3 Class AB
change: 等级A&B 的变更:
Class A change need go
through TRB first.
Class AB change need
“小样实验”, “中样实验” and “大样实验”.

Authority 职责:
Verify change
classification and its impact items.
再次确认变更的等级和它的影响事项。
Review and approve class
AB engineering report.
评估工程报告并批准通过。
Decide if need inform customer for the
proposed change.
决定变更是否需要提请客户同意。
6.3.3.4 Waive: 同意跳过流程:
ECCB can be waived by top manager by specific
case,but need review by ECCB meeting first.
ECCB 涉及的特殊变更经过实现的ECCB 会议通过后,可以由高层领导同意跳过验证流程。
6.3.4 Engineering Change Control Guideline
工程变更的控制方针
6.3.4.1 ME and QC can request extra
review items by specific change.
制造工程和质量对于特殊的变更可要求额外增加检查事项。
6.3.4.2 ECCB
effective period is three months, and can be
renewed one time only via application
(within
three month).
ECCB
有效期3个月。只可通过系统申请延期一次,延期最长时间为3个月。

active ECCB的生效

Follow ECCB flow and improved by ME and QC, the
ECCB No. will be activity finaly. Only use
the
ECCB No. can issue one new ECN.
通过ECCB
评估之后,ECCB NO. 开始生效。 填写ECN 必须有生效的ECCB No.
6.4
ECN Application ECN变更申请和审批
6.4.1 Technical
and process departments can be the Engineering
change main proposer, but it should be
approved by his department head first.
工程变更主要由技术部与工艺部门负责申请,须经部门主管核准才能提出。
6.4.2
Application of engineering change should fill in
ECN or TECN form in e-flow system.
工程变更申请表从e-
flow系统填写ECN 或TECN.
6.4.3 BOM’s change is
transferred from the ECO of Oracle to the ECN of
E-flow.
BOM 的变更是从Oracle 的ECO 转到E-flow 走ECN
的审批流程.
6.4.4 If the change is not permanent,
we can go Temporary Engineering Change (TECN)
flow. Three
months is the effective time of
TECN.
若属于非永久性的变更,走临时工程变更(TECN)流程。TECN的有效时间上限是三个月。
6.4.5 If there is no experimental
verification of the change, it can apply for TECN
or ECN directly.
若无须实验验证的变更,可直接申请TECN 或 ECN.
6.4.6 Select the all relevant impact before
TECNECN submit, such as it’s related to
enviroment, health
and safety, we should
choose EHS department to approve.
TECNECN
须选择相关的影响因素。比如涉及环境,健康与安全的,须勾选EHS部门签核。
6.4.7
Engineering change Application should be approved
by ME Director and QA Director, meanwhile, if
the engineering change is needed to notify the
client, The ECN will transfer it to Customer
Quality
for judging.
TECN和ECN的申请单提交给制造工程总监
和质量总监审批。若工程变更需要通知客户的,由客户质量作
判断。
6.4.8
Relate to the change of design or raw material of
the qualified products, it shoul be confirmed by
certification engineer. And certification
engineer decides whether to apply to certification
body or
not. If it does, certification
engineer will apply and get certification body’s
approval, and then our
products can be
shipped.
涉及到认证产品的设计变更或原材料变更,需经产品认证工程师确认,判定是否需要
向认证机构做变更
申请。如果需要,产品认证工程师向认证机构申请,获得批准后方可出货。
Remark:Change of Process parameters in
workshop is implemented as per WI change process.
备注:生产现场工艺参数的变更按照作业指导书的更改流程进行。
6.5
Preparation and implementation prior to the change
变更前的准备与实施
6.5.1 Project leader will arrange
and track the implementation of change after the
TECN is approved,
and then support the report
after it’s completed. The applicant can apply for
ECN change if the
engineering change meets the
company objectives.
TECN批准后,项目负责人安排实施,跟踪变更的执行,
最后完成并上传报告。符合公司目标的变更,申
请人可申请ECN变更。

6.5.2
Project leader will track the completion of
matters affecting the resoponse and upload related
documents.
ECN批准后,项目负责人负责追踪影响事项的完成,并上传相关文件。
6.5.3
After interested matters are all completed, submit
it to DCC for control and then issue documents
to inform the relevant units.
确认影响事项都全部完成后,提交给DCC通知相关单位,受控并下发文件。
6.6 ECN

Relevant document and records and ECN shall be
kept at DCC, ECN shall be called back after one
year.
本程序相应的原始记录和ECN由DCC负责发放和管理,ECN满一年必须回收。
