Beijing Administrative College (BAC)，which is directly under the Beijing Municipal Government, is an important institute to train junior and senior civil servants, administrators, and scholars.
Beijing Administrative College was established in 1949 as the Beijing Municipal Cadre School. In 1988 it set up the Beijing Municipal Administrative Cadre Training Center. In 1993 it was formally established as the Beijing Administrative College.
The College now boasts 378 staff members, including 95 professors and associate professors, 54 doctors, 112 lecturers and other specialized members. The faculty teach in nine departments: public administration, economics, business administration, politics, law, philosophy, sociology, party history and building and foreign languages.
In addition, the College is the home to several research institutes, including the Beijing Municipal Population Institute; the Beijing Municipal Institute of Governance, and the Beijing Municipal Information Center.
BAC is the flagship of several administrative schools throughout 16 districts and counties of Beijing, with a total of more than 800 personnel.

OUTLINE
Shanghai Party Institute was founded in June 1949. In the mid of May 1949, before the liberation of Shanghai, East China Bureau of Central Committee of the Communist Party of China (CPC) and Shanghai Municipal Committee of the Communist Party of China decided to establish Shanghai Party Institute while they were planning in Danyang, Jiangsu Province to liberate and take control of Shanghai.
Shanghai Party Institute was suspended during the Cultural Revolution and was resumed at the end of 1977.
In 1986, Shanghai Municipal Committee of CPC and Shanghai Municipal Government authorized Shanghai Party Institute to establish Shanghai Administrative Cadres Institute.
In 1989, Shanghai Administrative Cadres Institute was renamed Shanghai Administration Institute.
In July 2013,Shanghai Municipal Committee of CPC decided to place six party institutes which were affiliated to Party and government departments under the management of Shanghai Party Institute, and to integrate and transform them into 5 branches of Shanghai Party Institute. Each branch is a public institution at deputy bureau level independent in finance and accounting. They are governed by the institute council under the lead
ership of the board of governors. We have built up a “1+5+17” educational system of Shanghai Party Institute and are writing a new chapter in the development of Shanghai Party institute group school-running system can be simply concluded by three “fives”. Namely, more than 500 faculty members altogether at the main campus and five branch schools, which totally cover an area of over 500 mu (a Chinese unit of area equal to about 0.0667 hectares),over 50,000 person times trained each year.
Among the former presidents of the institute, Jiang Zemin, Zhu Rongji, Wu Bangguo, Huang Ju and Meng Jianzhu later became Party and state leaders of China.
Party and state leaders sang high praises of Shanghai Party Institute twice. Before the policy of reform and opening up, Hu Yaobang specially made a commending remark about an article by a teacher of our institute. President Xi Jinping approvingly spoke of Shanghai Party Institute at the national party institute presidents’ meeting in 2012.
MAIN CAMPUS
The institute, located at 200 South Hongcao Road, Xuhui District in the southwest of Shanghai, covers an area of 13.9 hectares of beautiful landscape, with over 40% green space. On the campus stand modern classroom buildings, a library, an auditorium, dormitories and other buildings, with combined floor area of about 150,000 square meters. The institute can accommodate more than 1,500 trainees at one time. The campus possesses over 90 meeting rooms, seminar rooms and classrooms of various sizes, and 6 lecture halls with capacities ranging from 100 to 400. The institute can also hold domestic or international professional meetings and training programs at high levels.
The multifunctional Haixing Hotel, with floor area of 42,257 square meters, integrates such functions as accommodation, teaching, conference and cafeteria. It contains 15 classrooms, 25 discussion rooms and 808 beds.
Haihua Hotel, which was built and put into use in 2011, has floor area of about 38,000 square meters, of which 12,000 square meters is devoted to educational purpose.
In Haihua Hotel, there is a lecture hall with a capacity of 500 people, a multifunctional training hall (emergency management training hall) with a capacity of 500 people, a lecture theatre of 150 people, a scene reappearance training room (digital teaching hall) where 3D educational movies can be shown, a finance training room, a media and communication training room, a psychological adjustment training room, an E-administration training room, a confidentiality display room, 3 ordinary classrooms and 11 seminar rooms. The trainees’ dormitory in Haihua Hotel has floor area of 17,000 square meters, and 310 beds.
The library, with floor area of more than 7,400 square meters, houses about 463,000 books in Chinese, over 10,000 books in foreign languages, and over 1,500 kinds of newspapers and magazines. Its e-Library provides access to 40

The Culture & Sports Center comprises a swimming pool, an indoor tennis court and other functional areas with total floor area of 7,500 square meters. The center also has an underground parking lot of 12,000 square meters that provides 350 parking spaces. Allowance has been made for a mechanical vertical parking area.
The institute has over 27 organizational components, including 15 administrative departments, and 12 institutional departments. The institutional departments include 6 teaching departments, namely (1) Department of Philosophy (Contemporary Marxist Philosophy Research Institute), (2) Department of Economics and Management (Theoretical Economics Research Institute), (3) Department of Scientific Socialism (Contemporary Socialism Research Institute), (4) Department of Party History and Party Building (Political Parties Research Institute), (5) Department of Public Administration (Government Studies Research Institute), and (6) Department of Sociology (Urban Social Studies Research Institute).

The institute has a faculty of 108 full-time teaching and research professionals, of whom 30 are professors, 49 are associate professors, 3 are experts that receive special allowance from the State Council, and 2 are leading talents of Shanghai.
Objective
In 2012, Several Opinions about Shanghai Party Institute and Shanghai Administration Institute on Carrying Forward the Cause and Forging Ahead into the Future clarifies a “trinity” development plan.
First, our development is aimed at the following goal:
“Implement the national as well as Shanghai’s 12th Five-Year Plan, follow direction by the Chinese Communist Party, embody the features of administration institute, and improve teaching quality to rank among the top of China and world class.”
Second, we are to support our development with “five major implementation strategies”.
The five major strategies we will persistently carry out are:

Function
From the perspective of
the whole society, Shanghai Party Institute and Shanghai Administration Institute should fully serve four functions.
Function as an Organ
a. As a member of the Party Building Leading Team of Shanghai Municipal Committee of CPC, we will play an important part in every activity of Party building as an important organ directly under Shanghai Municipal committee of CPC.
b. We will provide good guidance for party schools and administration schools of lower levels.
c. We will cooperate with Party and government organs to successfully carry out training programs such as “2+X” Seminar.
d. We will ensure the sound growth of the five branches of Shanghai Party Institute and enhance the integration of cadre training resources throughout Shanghai.
Function as a base
The primary task is to promote education and training of leading cadres.
Following the strategy of educational brand as its guideline, Shanghai Party Institute and Shanghai Administration Institute is driving the development of its six major systems, namely the system of classes (projects), the system of courses, the system of textbooks, the system of teacher network, the system of modern training methodology, and the system of trainee management.
(1) Use high-end classes as the lead to promote the development of the system of classes.
(2) Strive for superior quality to promote the development of the system of training courses.
(3) Set famous teachers and authorities as the benchmark to promote the development of the system of teacher network.
(4) Use striking textbooks to promote the development of the system of training textbooks.
(5) Be oriented towards modern training to promote the development of the system of training methodology.
(6) Led by Party spirit education, focus on school spirit building, and based on trainee management team building in order to develop an effective system of trainee management.
Our teaching practice is characterized by “five combinations” during the development and implementation of the six systems.

We are expanding our international exchange and cooperation and try to develop a new mode of cooperative education between Shanghai Party Institute and top overseas training institutions. We are cooperating with more than 20 first-class foreign universities and training agencies including Harvard Kennedy School and Oxford University. We send visiting scholars to each other and jointly carry on executive training and research programs.
In order to provide quality, upper-end, and famous-brand educational
and training programs, we emphasizes the fundamental role of science and research, promote “science and research for teaching”, and innovate a new mechanism of course development integrating “teaching, scientific research and consultation”.
Function as a platform
We will extend our advantage in education and scientific research to the society. The function as a platform is mainly embodied in the education and training of cadres. Our “2+X” Seminar remarkably serves the function of a platform.
The function as a platform is also embodied by extending our academic influence beyond our campus during our scientific research. We have four affiliated societies in Shanghai, which are Marxism Studies Society, Leadership Studies Society, Scientific Socialism Studies Society and Society of Secretaries. As their chairing member, we may play the role of a platform in the academic community of Shanghai. The Marxism Forum of Shanghai Social Science Annual Conference is held at our institute, and has become a well-known event. Our institute hosts two or three international forums every year, playing the function as the platform of international academic exchange and cooperation.
Function as a Think Bank
Recently, we made new breakthroughs in the field of decision-making and consulting. 11 of our research results obtained commendations from leaders at and above provincial or ministry levels for 13 times, including members of the Political Bureau of CPC. In the eighth municipal contest of decision-making and consulting research achievements, our decision-making and consulting research project entitled “Furthering Reform of State-owned Enterprises in Shanghai during China’s 12th Five-Year Plan and Raising Social Security Funds with the Reduction of State-owned Shares” won the second prize. The purpose of Marxism Research Institute and Shanghai Development Research Institute, which have just been established, is to play a better role of think bank.

At the national party institute presidents’ meeting in 2012, Xi Jinping praised our open-mindedness in running the institute. Since 2007, we have been holding international training programs independently or in collaboration with public servant training agencies and political parties in Germany, Vietnam, Singapore, Canada and other countries as well as regions including Hong Kong, Macao. Such programs have trained a great number of public servants and core members of associations from Hong Kong, Macao and foreign countries. We have introduced the course of Society Management of Oxford University and the course of Public Administration of Harvard University to Shanghai, which shows remarkable benefits. In respect of international academic exchange, we have established good cooperative ties with famous institutions like the National School of Public Administration in Italy.
