Introduction of Zhangbei
Zhangbei is located in the north-west of Hebei Province, Bashang area of
the south of NeiMenggu Plateau. It has an area of 4185㎞²，governing 18 towns,
366 administrative villages, 1167 natural villages. The Population of Zhangbei is
372 thousands, 291 thousands of which is agricultural population. In 2005, it is

Zhangbei has a long history. The Great Wall of six dynasties that are Zhao,
Yan, Qin, Han, Beiwei and Ming, and the ancient Silk Road which is a
commercial road from Zhangjiakou to Kulun that is named as Ulan Bator now,
go through Zhangbei.
Zhangbei has good location conditions. Backed on to Mongolia and closed
by the Beijing-Tianjin Area, Zhangbei County is 225 km away from Beijing.
The National Highway 207 and five provincial highways such as
Zhangjiakou-Huade、Zhangjiakou-Shangdu go through the county, composing a
convenient transportation Network.
Zhangbei has abundant resources. It is an ideal production base of the
Green Food, mainly producing beet, vegetables, beans, flax, Virus-free Potato,
Naked Oat, etc. There are 4 types of mine covering over 38 minerals such as

Project of Construction Machinery manufacturing
Scale and main Content: It is planned to produce 1000 sets of
Construction Machinery annually, mainly constructing rough castings -
processing - polishing - drilling - (parts to be introduced) assembling -
Debugging - testing production line and the other finished-product lines,
configuring CNC locomotive, CNC machining centers, lathes, shears, bending,
welding and other major equipments. The total construction area is 50,000
square meters with workshops, warehouses, office buildings and other
supporting utility facilities built.
Market demand forecast: The sales revenue in 2007 of China
construction machinery industry exceeded RMB 210 billion, after the United
States, and the total market share of China occupies nearly one sixth of the

world market. In recent 5 years, China's construction machinery export has been
increasing by 63%. With the development of economic construction of Central
Asian countries, the construction machinery market has a broad prospect.
China's construction machinery market has become the world's most dynamic
part, and some experts predict that the average annual growth rate of the

张北位于河北省北部坝上地区，平均海拔1600米，干旱少雨，年
平均日照时间近30 00小时，光照充足，为太阳能富集地区。近年，
张北大力发展风电产业，规划总装机容量500万千瓦 ，到2010年
底已并网发电100多万千瓦。发展太阳能发电，可实现风电与光
电互补双赢的 效果。
建设内容及规模：利用太阳能光伏电池的光生伏打原理，把
太阳光能直接转化 为电能。发电系统由太阳能光伏电池组、太阳

化项目。2001年7月通过河北省科技厅组织的专家鉴定，技术处
于国内领先、国际先 进水平，属国家高新技术项目。2001年、2002
年分别被国家计委、科委列入高新技术产业化推进 项目和星火计

划。后又与清华大学生命科学院合作开发燕麦生物降压肽胶 囊、
同上海中医药大学合作开发以燕麦多糖为主要原料生产抗冠状病
毒、抗肿瘤、抗肝胆病药物 的研究开发，并取得初步成果。项目
选址在县城工业园区，水、电、路灯基础设施完善。工艺技术成熟，市场前景好，经济效益高。

Project of oats’ deep processing
Construction conditions & Market analysis: Zhangbei is one of the main
producing areas of oats in China, with annual planting area of 40 mu and annual
output of 32,000 tons. The nutritional value of oats is at the top of the eight
grains with the functions of controlling blood sugar and blood fat, treating and
preventing cardiovascular disease, regulating the human immunity. The gel
extraction technology of oat β-glucan and protein has been included in
High-tech Industrialization Project and Spark Program in 2001 and 2002
respectively by the State Planning Commission and the State Science and
Technology Commission. It has been approved by experts organized by the
Science and Technology Department of Hebei Province in July 2001 that this

extraction technology is on the leading level in the domestic and abroad. With
use of this extraction technology, the research and development on producing
the drug of anti-coronavirus, anti- tumor, anti-hepatobiliary disease has achieved
initial results.
The project is located in the Economic Development Zone of Zhangbei
County with perfect water, electricity and street lighting infrastructure.
Scale and main Content: A production line of processing 50 thousand
tons of oats, producing 50 tons of β-glucan, 500 tons of protein and 41 thousand
tons of antioxidant oat food annually is planned to be constructed.
