President Bush就职演说

Vice President Cheney, Mr. Chief Justice, President Carter, President
Bush, President Clinton, members of United States' Congress, reverend cle
rgy, distinguished guests, fellow citizens:

On this day, prescribed by law and marked by ceremony, we celebrat
e the durable wisdom of our Constitution, and recall the deep commitmen
ts that unite our country. I am grateful for the honor of this hour, mindfu
l of the consequential times in which we live, and determined to fulfill t
he oath that I have sworn and you have witnessed.

At this second gathering, our duties are defined not by the words I
use, but by the history we have seen together. For a half century, Americ
a defended our own freedom by standing watch on distant borders. After
the shipwreck of communism came years of relative quiet, years of repos
e, years of sabbatical - and then there came a day of fire.

We have seen our vulnerability - and we have seen its deepest sourc
e. For as long as whole regions of the world simmer in resentment and t
yranny - prone to ideologies that feed hatred and excuse murder - violenc
e will gather, and multiply in destructive power, and cross the most defen
ded borders, and raise a mortal threat. There is only one force of history
that can break the reign of hatred and resentment, and expose the preten
sions of tyrants, and reward the hopes of the decent and tolerant, and tha
t is the force of human freedom.

We are led, by events and common sense, to one conclusion: The su
rvival of liberty in our land increasingly depends on the success of libert
y in other lands. The best hope for peace in our world is the expansion
of freedom in all the world.

America's vital interests and our deepest beliefs are now one. From t
he day of our Founding, we have proclaimed that every man and woman
on this earth has rights, and dignity, and matchless value, because they

bear the image of the Maker of Heaven and earth. Across the generations
we have proclaimed the imperative of self-government, because no one i
s fit to be a master, and no one deserves to be a slave. Advancing these
ideals is the mission that created our Nation. It is the honorable achieve
ment of our fathers. Now it is the urgent requirement of our nation's sec
urity, and the calling of our time. So it is the policy of the United States
to seek and support the growth of democratic movements and institutions
in every nation and culture, with the ultimate goal of ending tyranny in
our world.

This is not primarily the task of arms, though we will defend oursel
ves and our friends by force of arms when necessary. Freedom, by its na
ture, must be chosen, and defended by citizens, and sustained by the rule
of law and the protection of minorities. And when the soul of a nation
finally speaks, the institutions that arise may reflect customs and traditions
very different from our own. America will not impose our own style of
government on the unwilling. Our goal instead is to help others find their
own voice, attain their own freedom, and make their own way.

My most solemn duty is to protect this nation and its people from f
urther attacks and emerging threats. Some have unwisely chosen to test A
merica's resolve, and have found it firm.

We will persistently clarify the choice before every ruler and every n
ation: The moral choice between oppression, which is always wrong, and
freedom, which is eternally right. America will not pretend that jailed diss
idents prefer their chains, or that women welcome humiliation and servitu
de, or that any human being aspires to live at the mercy of bullies.

We will encourage reform in other governments by making clear that
success in our relations will require the decent treatment of their own pe
ople. America's belief in human dignity will guide our policies, yet rights
must be more than the grudging concessions of dictators; they are secure

d by free dissent and the participation of the governed. In the long run, t
here is no justice without freedom, and there can be no human rights wit
hout human liberty.

Some, I know, have questioned the global appeal of liberty - though
this time in history, four decades defined by the swiftest advance of freed
om ever seen, is an odd time for doubt. Americans, of all people, should
never be surprised by the power of our ideals. Eventually, the call of fr
eedom comes to every mind and every soul. We do not accept the existe
nce of permanent tyranny because we do not accept the possibility of per
manent slavery. Liberty will come to those who love it.

Today, America speaks anew to the peoples of the world:

All who live in tyranny and hopelessness can know: the United State
s will not ignore your oppression, or excuse your oppressors. When you s
tand for your liberty, we will stand with you.

Democratic reformers facing repression, prison, or exile can know: A
merica sees you for who you are: the future leaders of your free country.
The rulers of outlaw regimes can know that we still believe as Abraham
Lincoln did: who deny freedom to others deserve it not for them
selves; and, under the rule of a just God, cannot long retain lead
ers of governments with long habits of control need to know: To serve y
our people you must learn to trust them. Start on this journey of progress
and justice, and America will walk at your side.

And all the allies of the United States can know: we honor your frie
ndship, we rely on your counsel, and we depend on your help. Division
among free nations is a primary goal of freedom's enemies. The concerted
effort of free nations to promote democracy is a prelude to our enemies'
defeat.

Today, I also speak anew to my fellow citizens:

From all of you, I have asked patience in the hard task of securing
America, which you have granted in good measure. Our country has acce
pted obligations that are difficult to fulfill, and would be dishonorable to
abandon. Yet because we have acted in the great liberating tradition of th
is nation, tens of millions have achieved their freedom. And as hope kind
les hope, millions more will find it. By our efforts, we have lit a fire as
well - a fire in the minds of men. It warms those who feel its power, i
t burns those who fight its progress, and one day this untamed fire of fre
edom will reach the darkest corners of our world.

All Americans have witnessed this idealism, and some for the first ti
me. I ask our youngest citizens to believe the evidence of your eyes. You
have seen duty and allegiance in the determined faces of our soldiers. Y
ou have seen that life is fragile, and evil is real, and courage triumphs.
Make the choice to serve in a cause larger than your wants, larger than
yourself - and in your days you will add not just to the wealth of our c
ountry, but to its character.

America has need of idealism and courage, because we have essentia
l work at home - the unfinished work of American freedom. In a world
moving toward liberty, we are determined to show the meaning and prom
ise of liberty.

In America's ideal of freedom, citizens find the dignity and security
of economic independence, instead of laboring on the edge of subsistence.
This is the broader definition of liberty that motivated the Homestead A
ct, the Social Security Act, and the G.I. Bill of Rights. And now we will
extend this vision by reforming great institutions to serve the needs of o
ur time. To give every American a stake in the promise and future of ou
r country, we will bring the highest standards to our schools, and build a
n ownership society. We will widen the ownership of homes and business
es, retirement savings and health insurance - preparing our people for the

challenges of life in a free society. By making every citizen an agent of
his or her own destiny, we will give our fellow Americans greater freed
om from want and fear, and make our society more prosperous and just
and equal.

In America's ideal of freedom, the public interest depends on private
character - on integrity, and tolerance toward others, and the rule of con
science in our own lives. Self-government relies, in the end, on the gover
ning of the self. That edifice of character is built in families, supported b
y communities with standards, and sustained in our national life by the tr
uths of Sinai, the Sermon on the Mount, the words of the Koran, and th
e varied faiths of our people. Americans move forward in every generatio
n by reaffirming all that is good and true that came before - ideals of ju
stice and conduct that are the same yesterday, today, and forever.

In America's ideal of freedom, the exercise of rights is ennobled by
service, and mercy, and a heart for the weak. Liberty for all does not me
an independence from one another. Our nation relies on men and women
who look after a neighbor and surround the lost with love. Americans, at
our best, value the life we see in one another, and must always rememb
er that even the unwanted have worth. And our country must abandon all
the habits of racism, because we cannot carry the message of freedom a
nd the baggage of bigotry at the same time.

From the perspective of a single day, including this day of dedicatio
n, the issues and questions before our country are many. From the viewp
oint of centuries, the questions that come to us are narrowed and few. Di
d our generation advance the cause of freedom? And did our character br
ing credit to that cause?

These questions that judge us also unite us, because Americans of ev
ery party and background, Americans by choice and by birth, are bound t
o one another in the cause of freedom. We have known divisions, which

must be healed to move forward in great purposes - and I will strive in
good faith to heal them. Yet those divisions do not define America. We f
elt the unity and fellowship of our nation when freedom came under attac
k, and our response came like a single hand over a single heart. And we
can feel that same unity and pride whenever America acts for good, and
the victims of disaster are given hope, and the unjust encounter justice,
and the captives are set free.

We go forward with complete confidence in the eventual triumph of
freedom. Not because history runs on the wheels of inevitability; it is hu
man choices that move events. Not because we consider ourselves a chos
en nation; God moves and chooses as He wills. We have confidence beca
use freedom is the permanent hope of mankind, the hunger in dark place
s, the longing of the soul. When our Founders declared a new order of t
he ages; when soldiers died in wave upon wave for a union based on lib
erty; when citizens marched in peaceful outrage under the banner
m Now- they were acting on an ancient hope that is meant to be fulfil
led. History has an ebb and flow of justice, but history also has a visible
direction, set by liberty and the Author of Liberty.

When the Declaration of Independence was first read in public and t
he Liberty Bell was sounded in celebration, a witness said, rang as if
it meant our time it means something still. America, in t
his young century, proclaims liberty throughout all the world, and to all t
he inhabitants thereof. Renewed in our strength - tested, but not weary -
we are ready for the greatest achievements in the history of freedom.

May God bless you, and may He watch over the United States of A
merica.

力量！
我们按照历史体会与差不多常识，得出如下结论：自由在我们国家的
生存，正越来越依靠于自由在其 它国家的胜利。关于世界和平的热切期盼
只 能源于自由在全球的扩张。

美利坚最大 的国家利益和我们最深的信念信仰是融为一体的。从立国
之日开始，我们就宣告：人人一辈子而平等，天 赋人权、威严和无与伦比

每一世代，我们都重申民有民 治民享的自治政府的必要性，因为没有
什么人应该当主人，而另一些人活该当奴隶。实现这些理想是我们 立国的
使命，我们的开国先贤们（Founding Fathers）差不多为实现这些理想做出< br>了重要奉献。进一步实现这些理想，既是美利坚国家安全的迫切需要 ，也
是时代的呼唤。

是，关于那些受专制压迫 的人民，美国的阻碍力也是有力的。为了自由事
业，我们将充满信心地运用自己的阻碍力。
< br>我最庄重的责任是，爱护我的国家和人民不再受到从我任何突击和威
逼。有些人不明智地选择了试 探美国的决心，结果发觉了我们意志的坚决 。

我们坚决地给每一个统治者和每一个国家提出 如此的选择：请在压迫
－－始终是错的，与自由－－永久是对的，之间做出道义的选择。美国不
会装模作样地默认持不同政见者自我选择了枷锁，美国可不能默认妇女喜
爱羞辱和奴役，美国更可不能 默认任何人期望在暴政虐待下生活。

我们将鼓舞其他国家的政府进行改革，我们将明确表示， 那些期望与
美国建立良好关系的政府第一应当善待自己的公民。美国对人的威严的信
念将指导 我们的政策，然而人权并不是来自于独裁政权违心的让步，而是
源自于人民有反对的自由，和被统治者的 平等参与。从长远来看，没 有自
由，就没有正义！没有人的自由，就不存在人权！

我明白，有人还在质疑全球自由的吸引力－－尽管通过40年自由迅猛

些剥夺他人自由的人不配享有自由，在公平的上帝面前，他们的 统治也可
不能长久。” 那些习惯于操纵人民的统治者应该明白，为你们的人民服务，
第一必须学会信任人民。当你们开始踏上进 步和正义之路， 美国将与你们
站在一起。

美国的盟友们应该明白：我们珍视我们之 间的友谊，我们尊重你们的
建议，我们需要你们的关心，分裂自由国家的团结是自由之敌人的首要企
图，自由国家相互配合推进民主是我们的敌人失败的前奏。

今天，我也要对我的同胞 们重申：在保卫国家安全这项艰巨的任务上，
我已要求并已得到你们庞大的耐心。我们的国家承担着一个 艰巨的义务 ，
中途舍弃是可耻的。正是因为我们保持着美国作为挽救者的传统，成千上
万被压 迫的人获得了自由。因为期望能够催生新的期望，更多的人 将获得

不可能在肩负起自由使命的同时携带着偏见的包袱。

从每一 天来看，就包括今天，我们国家面临着许多咨询题。从世纪眼
光来看，我们面对的咨询题是集中而突出的 。我们这一代是否推进了自由？
我 们这一代有没有为自由事业增加荣耀？

< br>这些咨询题评判着我们，也团结了我们。因为不管是任何党派任何背
景，不管是自我选择移民变成 美国人或是生来确实是美国人，所有美国人
在自 由事业是紧密相连的。我们明白存在分歧，同时要弥合 分裂才能向伟
大的目标前进。我将做出最大的努力去弥合分裂。然而这种裂痕不是美国
的主流 。当自由受到威逼时，我们深感国家的团结和相互的关联，面对威
逼，我们同心同德、并肩作战。当美利 坚挺身而出、替天行道，当灾 民得
到求助，当正义得到伸张，当囚禁者获得自由时，我们自豪地感到我 们是
一个整体。

我们所有人都满怀信心地踏着自由胜利之路奋勇向前。这并非因为历
史车轮滚滚向前，而是人类的选择促成进步。我们并不认为美国人是上帝
的选民，上帝自有祂 的旨意与安排。我们坚信这是因为自由是人类永恒的
期望，是黑背地的期望，是灵魂的追求。当我们的立 国先贤宣布新时 代的
准则时，当一批批士兵为了保卫基于自由的联邦而牺牲时，当公民手举“现
在就要自由”的横幅和平示威抗议时，他们是在实践着那古老 的期望，这
期望一定会成为现实。尽管 正义在历史中潮起潮落，然而历史也有一个清
晰的走向，那是由自由和自由的实践者确定的。

当《独立宣言》第一次对公众宣读，当费城自由钟敲响，一个亲历者
如此讲道：“自由钟叮当叮 当响着，看起来意味深长。”在我们的时代，这
钟声依旧意味深长。美利坚在那个世纪之初向全世界、 向全人类传播着自
由。我们充满活力，我们历经考查，我们从未倦怠，我们时刻预备着 去赢
得自由史上最伟大的业绩！
