Training Procedure for
Personnel Ashore and Onboard
1. 目的
Objectives
本程序旨在为支持安全管理体系需要的任何培训,并保证向所有相关人员提供这些培训。
This procedure in order to identify any
training required of SMS supporting and ensure
that such
training will be provided for all
personnel concerned.
2. 适用范围 Application
本程序适用于对公司船舶SMS相关人员的培训管理。
This procedure
applies to training management of all personnel to
be involved with the company
SMS.
3. 职责
Responsibilities
3.1. 船员部和SMS办公室是公司SMS相关人员培训的责
任部门,船员部主管船员培训,
SMS办主管岸基培训兼管船员培训。培训包括:标明可能需要的一切培
训;制订年度
培训计划并组织实施;审批船舶制定的年度在船培训计划。
Crew
department and SMS office are responsible for
training of all personnel to be involved with
the company SMS. Crew department is
responsible for crew training. SMS take in charge
of
training of ashore and also crew member
training. Training include: indicate any training
may be
necessary; make yearly training plan
and organize the implementation of the plan; audit
yearly
training plan on board.
3.2.
总经理批准公司年度培训计划及集中、委外培计划名额、指标。
General Manager
is responsible for verificationapproval quota and
index for the yearly training
plan, massed
training or training by entrustment outside.
3.3. 船长负责船员在船培训,执行公司培训计划,并制定本船的年度在船培训计划。
Master is responsible for organize training on
board, perform training plan of company and make
yearly training plan on board.
4.
培训标识和培训需求Identification and requirement of
Training
4.1. 所需培训的标识:Identification of
required training
4.1.1.
使SMS相关人员得到主管机关、船检机构、行业组织要求的有关资格证书培训;
Training
for qualification certificate required by
competent authoritiesship inspection
organization maritime industry organization.
4.1.2. 提高SMS相关人员知识水平的知识更新培训;
Training of
knowledge updating of the relevant personnel
involving with the SMS
4.1.3.
提高SMS相关人员安全管理技能(包括操作技能)的培训;
Training of
improving the safety management skill (include
operation skill) of relevant personnel
involving with the SMS;
4.1.4.
使SMS相关人员充分理解与安全和防污染管理有关的规定、规则和指南所需要的培训;
Training of well understanding the relevant
regulations rules and guidance of safety
management;
4.1.5. 针对可能出现的紧急情况需要的应急培训和训练;
For possible emergency situation need
emergency training and drill.
4.1.6.
可能需要的其他培训。
Other training that may need.
4.2. 培训需求的来源 Source of training requirement
4.2.1.
SMS相关各部门、船舶均可提出任何可能需要的培训,书面报公司船员部SMS办
公室。
SMS relevant department and ship can put
forward the training requirement as necessary and
report to crew department and SMS office.
4.2.2.
公司船员部和SMS办公室根据下列各项来确认并标明支持SMS可能需要的一切培
训。
Crew department and SMS office will
investigate and put forward with the
identification opinion
of necessary training
according to following section.
4.2.2.1.
SMS相关各部门、船舶提出的培训需求;
SMS relevant
department and ship put forward the training
requirement.
4.2.2.2.
主管机关、船检机构和行业组织的要求和可能增加的要求;
Requirement and

4.2.2.3. 公司经营管理方针目标的要求;

4.3. 培训方式 Training Way
4.3.1.
公司统一组织的培训,简称“集中培训”。

training (Centralized Training)
4.3.2.
委托外送培训,简称“委外培训”。
Training by other Institution
4.3.3. 公司各部门船舶自行组织的培训,简称“在岗培训”。

4.4. 培训形式:分自学和办班培训。
Training form: self-study and organizing a
class.
5. 实施 Implementation
5.1. 培训需求的提出
To put forward the training requirement
5.1.1.
船员部和SMS办公室根据公司安全管理实施的需要,征询船岸培训需求情况,并
填写表格《员工培训需
求计划表》。
ISM Department will put forward the
training requirement according to requirement of
company
SMS implementation and ask for
situation form both onboard and ashore, and then
fill in Form <
The table of training request
and plan for staff>.
5.1.2. 船上人员的培训需求计划由船长提出。
Master will put forward the training
requirement on board.
5.2. 年度培训计划的制定 Drawing
Up of Annual Training Plan
5.2.1. 船员部和SMS办公室应根
据总经理、指定人员和各部门提出的培训需求及上述标明
的培训,于每年12月底之前传达到体系内相关
部门人员,使有关的规则、规定和
指南在各部门制定年度培训计划时得到充分体现和理解。

requirement of training and above indentified
training to relevant SMS departmentpersonnel
on every December according to requirement of
training put forward by general
managerDPrelevant department so as to make the
relevant
regulationrule and guidance well
understood and performed.
5.2.2. 各部门、船舶应根据公司提出
的培训要求,于每年的12月底前制定各自实施的年度
在岗熟悉培训计划。计划中尤其应突出相关人员对
有关的规则、规定和指南得到充
分理解的培训。

requirement, training of well understanding the
relevant regulations rules and
guidance should
be highlighted.
5.3. 培训计划的实施 Implementing of

5.3.1. 集中和委外培训

船岸人员集中和委外培训由公司船员部和SMS办公室负责组织实施。在每一项培训
实施前,船员部和S
MS办公室应填写表格《员工培训需求计划表》,经总经理批准
后实施。

5.3.2. 在岗熟悉培训

5.3.2.1. 公司最高管理层及部门经理自行学习培训,并在学习结束后将有关事项记入表格
《船岸人员培训记录表》。

by self-study and
record in Form <

5.3.2.2.
各部门经理组织实施在岗熟悉培训,培训结束后应将有关事项记入表格《船岸人
员培训记录表》。

5.3.2.3.
公司负责船长及管理级船员的岗前培训,并填写表格《公司对船长和管理级船员岗
前培训记录表》。
The training for master and managing officer
should be given by company and record in Form <
The record of pre-job training for Capt and
managerial level crew>.
5.3.2.4. 船长和部门长负责对新聘转岗
的管理级以下船员进行岗前培训及验证工作,培训
结束后应将有关事项记入表格《船岸新聘转岗人员岗前
培训记录表》。

training and appraisal for new employee ordinary
seafarer and

5.3.2.5.
船岸应急演习和训练应按照应急演习和训练程序进行,并做相应记录。

5.4. 临时培训 Temporary Training
5.4.1. 临时培训包括:Temporary Training Include:
5.4.1.1. 国家主管机关临时要求强制实施而未列入培训年度计划的培训;
Temporary requirement of administration which
wasn‟t listed in the yearly training plan.
5.4.1.2. 内审、外审、有效性评价和管理复查及不符合规定情况、事故、险情分析等作为纠<

5.4.1.3.

在安全和防污染管理实施过程中,因工作需要而临时提出的培训。

5.4.2.
临时培训的实施:Implementing of Temporary Training
5.4.2.1. 集中及委外培训由总经理批准后,SMS办公室按规定组织实施。

5.4.2.2. 在岗熟悉培训由最高管理层、部门经理及船长按规定组织实施。
