今年(2013年)除夕
到正月十五期间，北京雾霾天气出现的天数占到
50%以上，严重影响了老百姓的生活和健康。请写一篇
短文，描述
一下北京雾霾的情况，分析雾霾出现的原因，并提出治理雾霾的措
施。
