情况说明是一种工作中经常用到的文体,当单位或个人
需要对某项工作或某一问题、某一事件向公众、有 关部门或
个人作出解释说明时,都会用到。




情况说明有用于个人的,如公务员个人政审情况说明、
个人工作情况说明、
入党个人情况说 明等。
也有用于单位的,

大多数情况说明是对问题、
事件的 解疑释惑,
介绍问题、
事件的来龙去脉,专业性不是很强。但也有部分情况说明专
业性 很强,比如财务情况说明、刑事案件和刑事诉讼中的情
况说明等。





情况说明如果说明得当,
可以及时解答疑惑,
化解矛盾;
如果说明不当,也可能会引发更多问题。在现实生活中,因
表述欠妥而“抢占”媒体头条的情况说明, 屡屡出现,引发争
议。因此,情况说明的写作,是一件必须要严谨、慎重对待
的事情。

情况说明的标题, 一般不用“情况说明”这样简单的几个
字,而是多采用“关于××的情况说明”的格式,便于受众能够< br>直接知晓说明的事项,获知必要的信息,并决定是否进一步
了解具体内容。如《关于我国茶馆行业 标准化工作及相关机
构的情况说明》
《关于四川省国土资源厅财政拨款“三公”经费

年决算的情况说明》这样的标题,简单明白,受众易
于作出阅读判断,从而节省时间和精 力,更加符合人们的阅
读习惯。





情况说 明的标题也可以灵活多变,采用“关于××情况的
说明”

关于××情况的专项说明”

关于××情况的公开说明”等。

如,
《关于承诺履行情况的公开 说明》
《关于证券投资情况的
专项说明》等。





有时,还可以在标题中加入单位名称。比如,

二、区分对象,准确称谓





情况说明在有 致送对象的情况下要写明主送机关。比
如,安徽省霍邱县王截流乡人民政府

如果是向领导报送的情况说明,则可以直接采用称呼
语。比如,某位同志因公外出,但相关支出票据丢失造成无
法报销,需要向单位领导说明情况,并请求 予以审批报销,
此时的情况说明可考虑写为“尊敬的局领导”等。





如果是面向公众发出的情况说明,则不需要写出称谓。

舆情, 其面向的是广大网民,也没有主送机关或称谓。就某
一事件向公众作出的说明,类似于情况通报。两者在 写法上
有相似之处,但从传播心理学的角度来看,情况通报代表一
定的官方立场,
具有 权威性;
情况说明虽往往也由官方发出,
但具有平等性、亲和性,更易于接受。





三、介绍经过,实事求是





在写作实践中,除了财务情况说明、刑事司法中的情况
说明等具有特殊要 求外,多数情况说明并无特殊的专业性要
求。但一般情况下,都包括背景介绍、事实经过、处理措施等几项内容。





(一)简明扼要说明背景





介绍背景是为 了让有关部门、人员了解事情的前因,掌
握更多背景资料,为顺利阅读后文、得出准确判断做铺垫。
